Proactive transparency and free access to information characterize democraticsocieties,introducing order of a country to ensure transparency of the work of itsadministrativestructures. These structures need to provide a basis for initiatingcommunicationbetween institutions and citizens. Communication rests on a reactivetransparency of theadministration and its pursue of the Freedom of Access to InformationAct. Upon this Act,citizens are to receive information upon request, while theadministration publishedspecific information on its own initiative for the purpose ofinforming the citizens of itswork, on their rights and obligations, or to involve citizens indecision-making processespertaining to laws, policies, actions and other. Thiscommunication takes place ondifferent levels and through various channels, and with thedevelopment of newtechnologies and a wider use of internet platforms and social media,opens opportunitiesfor new ways of involving the citizens.
